Country Candle Holder Makeover

I picked this stand up from the neighbor's trash years ago.  It was pretty bad, but I sanded the rust off of it, cleaned it up, painted it and then found this solid cast iron candle holder at a sale for $10 and it fit perfectly.  I just dressed it up a bit, and it's a wonderful addition to my entryway. 

I have no clue what the stand was.  Anyone know???  That's why I put the close-up picture of the top.  I thought perhaps someone may have an idea.  It has that little hole like something was supposed to be attached to it, but I don't know what.
