Some type of measuring thing-y with 20 inches around the wheel - An engineers thing, Id guess.  Except, how come everything that an engineer should measure is really OFF? 
Heres the back with no measurements and some red paint residue - gotta love that!
Up close of the arrow thing pointing to whatever - now I sound like an engineer!  Oops, hope I dont offend anyone!
Is this some kind of bridle?  marked Best Steel and has those little clip things on the bottom...I have no idea and want to sell it but cant until I know what it is!  Thanks all!

Thrifting Thursday is here again and it was a great day with temp's hitting the upper 70's!  After our winter of snow, I was so glad to get out and about...I just bought stuff that I have no idea what it is/ what is was used for/ and I hate that! 

Any info would be appreciated!  I love the wheel and already have it hanging up in the fam room!

auctionjunkie writes: I thought AtticusFinch could be right. A surveyor's wheel looks just like this one does, but what is puzzling to me is the handle is too short. A surveyor would walk with a wheel like this that would measure a distance of ground as he is walking.
